Loss-making CPC under fire for handing out provisional bonuses early (2012/12/05)

中油近年嚴重虧損,不斷多次的被檢討,如今現在傳出,中油員工早就把2.6個月的績效獎金給領了一大半,不過中油員工跳出來說,先借支的獎金,如果超過經濟部最後核定,還是得把獎金吐回來。

對外宣稱一百年度績效獎金仍在審查中,尚未發放,如今傳出中油員工早就把2.6個月的績效獎金給領了一大半,經濟部還渾然不知。

據報導,中油工會已先借走2.2個月,另工作獎金也已借走0.8個月,對此,立委大表不滿。

“那等於是先斬後奏嘛,反正我先領了再說嘛,那至於預算夠不夠,是你家的事”

面對立委質疑,中油有話要說。

“並不是說那筆款項一領了,就退不回去 不是這樣子,核定多少多退少補,是用這樣的方式來處理的”

中油喊冤表示並非今年才這樣,這方式已行之多年,但國營機構面對許多的虧損,卻可領可觀的金額,仍讓許多納稅人感到不當切。

Last year’s performance bonuses at state-run refiner CPC are still under review due to heavy losses at the company. No wonder lawmakers were upset to see a report today saying that employees have already received most of the provisional bonuses. 

A report in Liberty Times today says that CPC employees have taken most of a 2.6-month performance bonus offered to them. If true, it seems to be at odds with a quote today from the Ministry of Economic Affairs.

Performance bonuses for CPC and Taiwan Power have not been approved. Reviews are still underway.

Apparently the workers’ union at CPC “borrowed” 2.2 months worth of the bonus, and another 0.8 months of a work bonus. Lawmakers were not happy.

It’s like the employees made a decision and will report to their superiors later. They took the money and will announce when they see fit. They’re going to leave it up to someone else to work out if the budget is enough.

It’s not like the money can’t be returned once it’s taken. After we find out the approved amount, we can return any excess. It’s the method we chose to use.

Another employee says that CPC has used the same method in the past. But with the state-run refiner facing heavy annual losses, many taxpayers may feel that large bonuses are inappropriate.
