Legislators criticize proposed pay for Straits Exchange Foundation head (2013/01/03)

過去無給職的海基會董事長，從林中森這一任開始改成支領薪水，海基會已經將董事長薪水提報給陸委會審查，由於海基會副董事長高孔廉薪水有23萬，陸委會證實林中森的薪水比23萬多一點，但卻比主管單位陸委會主委的月薪19萬還要高，立委批評不成體統，要求檢討。

但海基會副董事長高孔廉月薪23萬，比這還高一點，不就把主管單位陸委會主委王郁琦給比下去，因為王郁琦的月薪，19萬零五百，林中森的月薪，將比王郁琦多四萬，政府轄下的財團法人董事長薪水比部會首長高

政府轄下的財團法人主管領高年終，海基會不是特例，但經濟部長施顏祥表示只要政府影響力所及的財團法人，會盡量來跟它們之間，做一些協調。

When Taiwan’s Straits Exchange Foundation got a new chairman in September, it decided to make his job a paid position, after not paying its chairman in the past. On Thursday, it a proposed a salary of more than NT$230,000 a month for the job. But lawmakers cried foul, saying it was higher than what’s paid to the head of the Mainland Affairs Council, which oversees the foundation. 

The Straits Exchange Foundation finished a review of the proposed pay for its new chairman, Lin Join-sane, and sent it to the Mainland Affairs Council.

The amount proposed is slightly more than the SEF vice chairman receives. The Mainland Affairs Council will gather scholars and experts to review the proposal.

The foundation’s vice chairman Kao Koong-lian makes NT$230,000 a month, so Lin’s pay was above that. It will also be higher than the NT$190,500 earned by the head of the Mainland Affairs Council Wang Yu-chi. To some lawmakers, it seems odd that the head of a semi-official foundation would make more than a ministerial-level chief.

There’s an administrative ethics issue here. The SEF receives funding from the Mainland Affairs Council and gets its authority from the council. This is a system in disarray. It shouldn’t be that way. 

The SEF is not alone. A number of foundations and institutes under the government pay relatively high salaries. Economics Minister Shih Yen-shiang, whose agency supervises many such institutes, said he would address the issue with them.
