Taiwan officials slam Vietnam over sovereignty claim to disputed islands (2013/01/03)

越南在今年元旦生效的海洋法中，把我國南沙和西沙群島納入主權範圍，對此外交部發出聲明嚴正抗議，強調我國擁有南海諸島主權不容侵犯，但是藍綠立委認為，我國主權屢屢受到侵犯，外交部應該採取更積極的因應作為。

2012年八月底，前國安會秘書長胡為真搭乘軍機代表馬總統，在南沙群島太平島升國旗宣示主權。沒想到早在6月，越南以通過海洋法方式，將我國西沙和南沙群島劃入主權範圍，還明定2013年元旦正式生效，外交部嚴正抗議。

只是，目前我國實際上只有在南、東沙駐有海巡官兵，西沙群島實質上由中國控制，我們的外交部僅僅以聲明抗議，成效引發質疑。

外交部不斷強調要擱置爭議化解爭端，但是南海周邊國家完全不甩，主權受損的還是台灣。

The arrival of the new year ushered in a new Vietnamese law that declares sovereignty over islands in the South China Sea also claimed by Taiwan. Today Taiwan’s Ministry of Foreign Affairs criticized Vietnam over the provocation, while opposition lawmakers slammed the ministry for its perceived weak response. 

At the end of August a former secretary-general of the National Security Council visited the Spratly Islands on behalf of President Ma Ying-jeou. Hu Wei-jen raised the ROC flag to declare Taiwan’s sovereignty. About two months earlier in June, Vietnam had likewise declared sovereignty over the Spratly and the Paracel islands with a new law. The law formally took effect on Jan. 1, sparking a rebuke from Taiwan’s Ministry of Foreign Affairs.

Whether one looks at this issue on the basis of history, geography or international law, Macclesfield Bank, as well as the Pratas, Spratly and Paracel islands and their surrounding seas, are property of the Republic of China. The Republic of China has all rights over these four sets of islands.

But there’s a problem. Taiwanese Coast Guard officials only patrol the Spratly and Pratas islands. The Paracel Islands are controlled by China. Also at issue is how strong of a response is warranted. The Ministry of Foreign Affairs chose words, not actions, leaving some lawmakers unsatisfied.

Ma Ying-jeou’s weakness and his tendency to bow before others has led Vietnam to follow the example of other countries. Southeast Asian nations look down on Taiwan’s sovereignty. I hope our Ministry of Foreign Affairs can use more forceful action to protest.

The ministry says it wants to settle maritime disputes, but it fails to see eye-to-eye with other nations in the South China Sea.
