Former Tuntex chairman sighted at banquet in Xiamen (2012/11/02)

前東帝士總裁陳由豪，債留台灣3百多億潛逃中國，卻毫不避諱自己的通緝犯身分，10月30日公然在自家五星級酒店，舉辦台大同學會，陳由豪行蹤既然不難掌握，為何無法比照其他通緝犯遣返，法務部長曾勇夫說，已多次向中國提出要求，這其中的難處實在不方便講。

名列台灣通緝犯的前東帝士總裁陳由豪站在台上，台下賓客則是他台大經濟系同學，這場由他主辦的同學會，就在他擁有的廈門翔鷺酒店進行，席開7桌。

法務部早在他這次現身前，4年內3度要求遣返，為什麼卻遲遲得不到中國公安積極回應，部長曾勇夫低調。

部長不方便說，立委說的很明白。

2003年，陳由豪涉嫌掏空東帝士旗下東華開發，潛逃出境，
不但留下呆帳，還欠下包括罰款共1.1億的稅金。欠稅通緝犯到了中國，卻成為模範生，去年廈門海滄區稅收23億人民幣，光是陳由豪的翔鷺石化就貢獻14億之多。

只要撐過通緝時效2016年，陳由豪就可以逍遙自在，讓乖乖繳稅的老百姓，為之氣結。
Chen remains a wanted man in Taiwan until

Former Tuntex Chairman Chen Yu-hao continues to be a fugitive, owing debts of more than NT$30 billion in Taiwan. But he flaunts the authorities, who can do nothing because China won’t repatriate him. Recently at a posh banquet he hosted in Xiamen for old classmates he refused to discuss his alleged crimes. 

Former Tuntex President Chen Yu-hao is wanted in Taiwan for his debts. But he’s seen here on stage, and looking on are his classmates from National Taiwan University’s Department of Economics. The event was held at Xiamen’s Xianglu Grand Hotel, a public banquet with seven tables of guests.

In the past four years the Ministry of Justice has made three attempts to repatriate Chen. As to why Chinese authorities have not been responsive, Justice Minister Tseng Yung-fu wouldn’t say.

The minister said it was inconvenient to discuss this issue. Legislators were more open.

China considers him an important businessman because he has paid a lot of taxes.

Chen is alleged to have emptied out Tuntex’s property development unit in 2003 before fleeing the country.Not only did he leave behind bad debts, but also taxes and fines of up to NT$110 million.While he is wanted for his tax arrears and fines in Taiwan, it would seem odd that he is billed as a model businessman in China.

Xiamen’s Haicang District collected taxes of 2.3 billion yuan last year with Chen’s Hao Xianglu Petrochemicals contributing as much as 1.4 billion.

Mr. Chen Yu-hao makes a lot of money now. Maybe he can pay us back because our economy is not doing so well.

Chen remains a wanted man in Taiwan until 2016. After he will be free, perhaps angering the many citizens who faithfully pay their taxes.
