老馬談兩岸

中國十八大開幕，中共總書記胡錦濤的政治報告重申， 希望兩岸協商達成和平協議，陸委會主委王郁琦回應，和平協議不是優先推動的目標。倒是對於胡錦濤強調"兩岸應反對台獨，堅持九二共識立場"，馬總統說，顯見兩岸都重視九二共識，這不該是政治符號，是歷史事實。

昨日是中國的十八大會開幕， 而中共總書記胡錦濤談到了兩岸關係，也提到了九二共識, 而今天馬總統談九二共識時，滔滔不絕。

“20年前我作夢都不會想到，20年後我會在總統選舉的連任時，九二共識變成藍綠攻防以及選舉勝敗的重要因素，九二共識不應該是一個政治符號，而是一個歷史的事實”

“九二共識”是國民黨與中國所談判的基礎條件，而雙方也對條件之下的”一中各表”達成共識。但民進黨確認為所謂的”一中各表”，更本就不存在。

“這可以看得出來，海峽兩岸都在這方面非常重視，在這裡我也要特別說明，我上任四年多來，在九個場合都有強調九二共識”

同樣談九二共識，胡錦濤的報告指的是，"兩岸應恪守反對台獨，堅持「九二共識」立場"。胡錦濤還特別提起，希望兩岸商談，建立軍事安全互信機制，協商達成《兩岸和平協議》。

對此陸委會會主委王郁琦表示， 至少在馬總統的第二任裡面，這個和平和議並不是優先推動的事項。

Twenty years ago, semi-official representatives of Taiwan and China apparently recognized that there was one China and agreed to define it in their own way. This is the 92 Consensus, a policy the KMT bases its relations with China on and the DPP says never happened in the first place. Today President Ma Ying-jeou reiterated his support of this policy, one day after China’s Communist Party made it part of its National Congress for the first time. 

Yesterday on the first day of the Communist Party’s 18th National Congress, President Hu Jintao gave his thoughts on Taiwan. In a break from the past, he even brought up the so-called 92 Consensus. In Taiwan today, President Ma Ying-jeou was eager to discuss this policy.

Twenty years ago I never could have imagined that when running for re-election this year, the 92 Consensus would be a point of contention between the green and blue camps and a factor in the election result. The 92 Consensus should not be a political symbol. It’s a fact of history.

The KMT bases its negotiations with China on the 92 Consensus, a policy in which China and Taiwan agree to the “one China” principle, but disagree on what that means. The DPP says the policy doesn’t exist.

You can see that the two sides of the strait both place great importance on this issue. I want to make a special point of saying that during my more than four years in office, on nine occasions I emphasized the 92 Consensus.

Chinese President Hu mentioned the policy when he said, quote, “the two sides should resolutely oppose Taiwanese independence and remain committed to the 92 Consensus.” Hu also said he looked forward to cross-strait negotiations and wants the two sides to build closer military relations. He even wants a cross-strait peace agreement.

Wang Yu-chi is head of the Mainland Affairs Council. He says such a peace agreement is not a priority during President Ma’s second term.
