Legislators lose subsidies while retired civil servants could end up keeping year-end bonus (2012/11/09)

立委的9A津貼要刪86萬多，今天三讀通過，不過馬政府宣布要取消的退休軍公教年終慰問金，卻可能敗部復活。在退休軍公教人員， 和部份國民黨立委強烈反彈下， 行政院長陳?今天說， 由於慰問金發放的訂定時間還沒到， 他願意傾聽各界的意見， 引來態度鬆動的質疑。

立法院長王金平宣告未來113席立委, 都要各砍86萬元的津貼, 9A爭議正式畫下句點,但馬政府承諾要取消的退休軍公教年終慰問金,現在卻可能敗部復活。

“其實公教人員現職的年終獎金，以及退休軍公教人員的年終慰問金，其實過去40年來，都是每一年訂"注意事項"，時間大概都是年底或是第二年年初，所以現在規定還沒有正式訂出來，我想大家如果願意提供建議的話，我都很樂意來傾聽”

10月23號,行政院長陳?才信誓旦旦表示, 除了月退俸在兩萬元以下,和演訓作戰傷亡這兩類, 其他軍公教退休人員的年終慰問金, 通通取消。但這樣的承諾, 出現鬆動了嗎?

在立委追問下,陳?強調,改革的態度從沒變過,政府的承諾會不會跳票,最快年底就能驗證。

A bill cutting NT$860,000 in subsidies from each legislator has cleared the legislature. But Premier Sean Chen seems to be backtracking on a pledge to cancel year-end bonuses for retired civil servants. 

Legislative Speaker Wang Jin-pyng announced that all 113 legislators would see NT$860,000 cut from their personal budgets, effectively ending nine controversial subsidies. However, the Ma administration may now be backtracking on a plan to eliminate end of year bonuses for retired civil servants and military staff.

The year-end bonuses for active civil servants and those of retired civil servants have been labeled with special items over the past 40 years. These items are to be considered at the end of the year or the start of the next year. So with the regulation not yet adopted, I am happy to hear suggestions from anyone with an opinion.

On Oct. 23, Premier Sean Chen vowed that year-end bonuses would be eliminated for all retired civil servants, expect those who receive less than NT$20,000 in monthly pension and injured military staff or families of deceased soldiers. He has, however, found it hard to back up this pledge. Many believe Chen has abandoned the position. 

During legislator questioning, Chen stressed that his intent to pursue reform has never changed. Whether the premier is able to back up his promise won’t be clear until the end of the year.
