Taichung fines group after Yenshui style event

已經有兩百多年歷史的鹽水蜂炮，跨區到台中讓民眾體驗，下場卻是收到一張三萬塊錢罰單，台中市政府堅持依法行政，台南市長賴清德上午表示，尊重台中市的立場，也希望不要親家變冤家。
A long-standing temple tradition in Yenshui involves firing tens of thousands of firecrackers at parade goers. But after organizers brought the event to Taichung over the weekend, they were slapped with a NT$30,00 fine.

上個週末的台中運動公園，四萬五千發的蜂炮從十五座炮城中竄出，全副武裝的上千位民眾不停跳動身體，裡頭還包括台南市長賴清德和台中市副市長蔡丙坤。
Last weekend the Taichung Sports Park saw 45,000 rounds of beehive firecrackers shot from 15 different towers. Most were directed at people in the audience who braved the dangerous flight of these projectiles. Among them was Tainan Mayor William Lai and Taichung Deputy Mayor Tsai Bing-kun.

耗資三百萬讓台中市民體會蜂炮刺激的下場卻是換得台中市消防局開出三萬罰單，理由是台中爆竹煙火施放管制的自治條例有規範爆竹不得對人施放。
While the event gave Taichung residents the opportunity to experience Yenshui’s unique firecrackers ritual, it also earned organizers a NT$30,000 fine from the Taichung Fire Department. The reason behind the fine is Taichung law prohibits fireworks from being fired directly at people.

“施放鞭炮煙火不能對人射，這是合情合理，沒有例外”
Firecrackers and other pyrotechnics cannot be directly fired at people. This is reasonable and there are no exceptions.

只是象徵消災解厄的蜂炮，不對人射，就完全失去了意義，武廟雖然錯愕，還是乖乖付錢了事，台南市長今天也出面，表達尊重台中市府的立場。
The firecrackers are thought to be a type of cleansing or warding off of bad luck. Wu Temple, which organized the event, believed that following the Taichung prohibition would devoid the activity of meaning. For this reason it agreed to pay the fine. The Tainan mayor also stepped forward today to express respect for Taichung’s position.

“神明是想保佑台南又保佑台中，大家要透過各種交流變親家，不要因為小插曲變成冤家”
The gods want to bless Tainan and Taichung, so we had this exchange. We don’t want them to become an enemy because of this small event.

其實這不是蜂炮首度跨出台南，前年到台北，去年到高雄，今年到台中，同樣都宣傳，台北利用專案簽准，高雄當時則未有相關規定。
It’s not the first time Yenshui’s Beehive Firecrackers have gone on the road. It took place in Taipei two years ago and last year in Kaohsiung, attracting little controversy or fines.
