這份由懷德公司發出的廣告文宣，上頭寫著如果懷德公司取得博弈執照，將有四大保證，包括建造南北竿大橋、蓋一座現代化的北竿國際機場、興建馬祖大學、連江縣政府提供在籍鄉親社會福利金，一年後每個人每月一萬八千元，五年後每個人每月八萬元。上頭的見證人，正是縣長楊綏生

除了文宣，馬祖地方有線電視頻道，在選前也強力放送懷德公司的工商廣告

加上馬祖當地唯一的報紙《馬祖日報》，選前也刊登了縣長呼籲選民投下「贊成票」的文章

101年7月7日，馬祖通過「博弈公投案」，接者就要看中央後續的法令及配套，但內政部長李鴻源回應，不管中央或地方「都沒準備好」，馬祖人的博弈夢，能不能在現實中成真，有待時間來證明

This is some of the propaganda issued by Weidner Resorts saying that when it receives a gaming license, it will make four major guarantees. The first includes building a north-south bridge, upgrading Beigan Airport into a modern airport, and the construction of Matsu University. Furthermore, after a year the Lienchiang County government would establish a fund to pay every resident NT$18,0000 a month, and after five years every resident could receive NT$80,000 a month. One of the signatories on this ad is Lienchiang Commissioner Yang Sui-sheng.

I see most people supporting this. I believe Weidner Resorts’ commitment so I offered myself as a witness.

In addition to this propaganda, local Matsu cable channels have run the company’s commercials in the lead up to the referendum vote. 

Plus the only local newspaper in Matsu, the Matsu Daily, published what looked like an article regarding the Lienchiang commissioner’s support of the gaming referendum just days before the vote.

I have remained neutral. I think since it’s called a referendum it shouldn’t be manipulated by politics. Otherwise, it’s not the real voice of the people.

When the referendum started, the county government should have held meetings discussing the pros and cons. It did not. Meetings with all-you-can-eat buffets were sponsored by this business consortium, which also ran endless ads and made attractive promises. I think the whole process was unfair.

On July 7 Matsu passed the gaming referendum, but the central government still must approve follow-up regulations and measures. Interior Minister Lee Hong-yuan said it is still to be decided if Matsu can realize its gambling dream.
