關係600萬駕駛人的國道計程收費方案,原訂明年上路,現在可能要延後實施!交通部長毛治國上午前往立法院報告三種收費方案,強調會先評估三個月,每日免費里程將以20公里為上限。由於東西向的國道規畫也將納入收費,被立委砲轟。
交通部到立法院專案報告三項國道計程收費方案,方案一的費率是0.82元,方案二有免費里程十公里,費率1元,方案三的免費里程有20公里,可是費率要1.2元,不過行使超過200公里會減為0.9元。而其中影響最大的就是現行沒設收費站的橫向國道,一旦上路,以後一天要多繳10.2元到18.6元。

有立委建議東西向的國道改成快速道路,但國道建設成本,是由國道建設基金支出,若改為省道,恐讓政府舉債馬上會大增1000多億元。

但交通部長毛治國強調還沒有定案,原訂明年上路,現在可能要延後實施。
Rather than just charging drivers when they pass through toll booths, the Ministry of Transportation plans to collect freeway tolls based on kilometers traveled. It presented three detailed plans to lawmakers today but met opposition when it called for tolls to also be assessed on freeways running east to west.
At the legislature today the Ministry of Transportation gave three proposals for its new freeway toll system. The first plan calls for a charge of NT$0.82 per kilometer, the second for NT$1 per kilometer with the first 10 kilometers free, and the third for NT$1.2 per kilometer with the first 20 kilometers free. After traveling more than 200 kilometers the fee drops to NT$0.9. The biggest change however is that tolls would be charged for freeways running east to west. The typical commuter would pay an extra NT$10 to NT$19 per day. Some would pay more.

It would mean an extra burden of at least NT$1,500 for some people. That is not a bus ticket or a metro ticket. It is the cost of the typical lunch.
A legislator suggested turning the east-west sections of freeway into expressways, but these were built using the Freeway Construction Fund. Converting them to expressways would require a more than NT$100 billion payment from the national coffers.

The east-west sections of National Freeways 2, 4, 6 and 10 could be turned into expressways. If this could be done we would be the first to support it.
Transportation Minister Mao Chih-kuo emphasized that no plan has been settled upon. Originally the new toll collection system was to be implemented early next year, but it could be delayed.
