Alleged apartment trashers caught in Tainan (2014/03/17)

Two Hong Kong teenagers who allegedly wreaked havoc on the rented apartments and hotels they stayed in are now in detention. Among the many acts the women are accused of: using lipstick to write swear words on walls, backing up toilets with cigarettes, and strewing food leftovers and sanitary pads across living areas and bathrooms.

The Hong Kong pair’s Taiwan rampage began in January when they allegedly rented an apartment using fake documents. The teenagers, identified as Tsang Lai-wun and Yao Hiu-tung, are accused of trashing the place and stealing a TV. Police arrested them, but they were released because they weren’t caught in the act. The women fled, but were caught again yesterday in Tainan.

Sobs could be heard as the suspects were led to a detention center. Crimes they could be charged with include damage to property and forging of documents.

While being questioned yesterday, the women admitted to malicious behavior and said they were willing to provide compensation. They also said they feel that Taiwanese are good natured and that they would be willing to return given the opportunity. This is what the daughter of one of the landlord’s affected by the women had to say.

They should apologize to the victims. Actually, I don’t feel that there’s a need to apply much more public pressure on them, nor is excessive criticism needed. But please, don’t let them return to Taiwan.

The National Immigration Agency has arranged for the women to be detained in an Yilan detention facility for foreigners. They can be held there 60 days and cannot be released earlier without approval from prosecutors.

兩名來台惡性租屋的港女二度落網後，今天檢方責付移民署，至少收容60天，移送途中，19歲的邱曉彤一度啜泣，但兩人依然沒有公開表達任何悔意，只在偵查庭上向檢察官懺悔，還說很喜歡台灣，以後還想過來玩，不過受害房東雖然願意原諒兩位年輕人，但說最好別讓她們再來台灣了。

來自香港的曾麗雲和邱曉彤，一月在台北市以假證件租屋，大肆破壞租屋處並偷走液晶電視，上週警方逮到兩人，但當時認定他們非現行犯，請回後兩人就失去蹤影，昨天終於再度落網。

被移送時，掩不住幾度啜泣的哭聲，但眼淚改變不了要面臨的毀損、偽造文書等多項罪嫌。

北檢16號深夜複訊，兩人坦承行為過分，願意賠錢，甚至私下表示，喜歡台灣的人情味，還說有機會想再來玩。

有跟受害家屬道歉，其實我就覺得，不需要再給那麼多的輿論壓力了，也不用太過於苛責她們了。(但) 拜託不要再讓她們來台灣了。

北檢責付移民署，將她們關進宜蘭的外國人收容所，可能得待上60天，未經檢方允許不得遣返。

City government wants developers to pay for additional development rights (2014/03/18)

The Taipei City government plans to introduce a new transfer of development rights system that it believes will bring greater fairness to an often abused system. By creating a building bulk bank, it will force developers to pay into a public fund if they desire to purchase extra floor space for development projects.

New property developments sprouting up around Taipei are made possible in part due to the transfer of development rights. Referred to legally as the transfer of building bulk, developers that own building bulk on one piece of land can transfer this bulk to another piece of land. There, they can create additional floor space. A change could be in store, however, for this system.

The current building bulk system involves purchases and sales by private entities. Information is neither open nor transparent, so many private landowners end up being exploited by middlemen. Urban building bulk is a public resource that should be acquired through the city government. This is why we decided to launch the building bulk bank.

Developers that want to add more building bulk in the future would have to pay cash over to the city government. The city government is supposed to use the money on new public infrastructure or urban renewal projects.

The government serves as the banker in the building bulk bank system. The benefits that come from adding building bulk go to the people. Through building bulk banks, urban renewal will proceed smoothly. It will produce a win-win situation for new and old sections of the city.

The Hau administration would like to see the plan pass city council at the end of this month. It would then be implemented in as early as three years.

我們知道，字尾為字母 o 的名詞，它們的複數是在 o 的後面加上 s 或 es，那麼要如何判斷各該名詞是要加 s 還是 es 呢? 一般而言，若一個名詞的字尾是兩個 o，即母音字母 o 加 o (或其他母音字母加 o)，則其複數是在字尾加上 s，如 kangaroo → kangaroos、zoo → zoos、studio → studios；若字尾只有一個 o，即一個子音字母加 o，則其複數是在字尾加上 es，如 tomato → tomatoes、veto → vetoes，但 piano 和 photo 等少數名詞例外，其複數分別為 pianos 和 photos。
